All the stores who proactively encourage re-use of bags.  Namely, Price Chopper, Hannaford and Aldi.  (don't even ask me about WAL-MART)  Also, thanks to Kinney's for continued use of sturdy reusable bags.

Everyone should purchase their own, or better yet, companies should  sell them to their customers and have no bags altogether!  Wal-Mart, stinks.

Well, iheartpburgh, that's what I meant when I said proactively.  I guess I wasn't specific enough, but these grocery stores encourage use of the purchased bags by giving you 5 cents off each time you re-use one.  The bags are for sale at the stores and they do sell them to the customers.  Aldi has been doing this all along, and they never had free bags.  You always had to buy or bring your own.  Europe is the same way, and many people bring their own shopping basket, use it to shop with, empty it at the check-out and refill it to carry home.

I have never once set foot in this Wal-Mart since it sprawled, intend to never do so.

Oh, yeah and it's good to know that I can e-mail you with questions, Scott.  Though I've never had to do so.  Every time I had a request, I posted it here (in the pipeline projects forum).
